Robin Capehart provides analysis of West Virginia’s current tax structure and provides policy recommendations to promote economic growth and job creation. Reforms in personal property taxation, simplifying state business taxes and providing an environment for investment in entrepreneurial endeavors.  Capehart is quick to point out that a “perfect tax system” does not exist, but argues a “fairer” tax system is possible with the right amount of time, deliberation, political will and commitment to “real tax reform.”

Research Centers
 

The Public Policy Foundation of West Virginia conducts its research and analysis activities through a series of research centers located throughout West Virginia. Each center shall concentrate on specific issues or areas of interest. Research centers shall be established as the availability of resident scholars dictate. These research centers and their areas of interest include:

 Center for Economic Growth – all areas of public policy that contribute to the economic growth of the State including the development of public, private and human capital. The Center shall serve as the flagship research center under the direction of Dr. Russell Sobel of West Virginia University, the Foundation’s Senior Economist

·           Center for Government Policy issues relating to the tax, budgetary and regulatory operation of government as well as government efficiency in organization and the delivery of services. The Center is under the Direction of Dr. Erik Root
